According to dish/d2h , packs are divided to south and north region.

They are purely decided ST2 satellite is for south. And NSS satellite for north. Because they are facing space crunch.
According to their website,

Bangla, oriya,Marathi, Gujarati, north east channels are belongs north. Those channels is present in NSS satellite also.why?

Marathi SD 17 ,HD 4 channel s
Gujarati 11 channel s
Odiya 16 channel s
Bangla SD 22, HD 4
North east 10 channel
Punjabi 17 channel's
Hindi news channels 21

Total 114 SD channel s +9 HD channel's unnessarly present in ST2 satellite.

Why this channel's in two satellites.

Atleast they remove 100 channel's from this satellite, so much space available.

Then, They can add pending south channel's easily.
Why they not thinking like this. Brainless fellows..,

This will help them control of Dishtv ,Zee Learn etc. Jawahar Goel who holds 4% in Dishtv can wrest back control of Dishtv. Notably he was evicted by Yes Bank who hold 24 % in Dishtv.
